She was born December 8, 1936 to John and Maude (Hounchell) Tibbs in Campton, KY. She was a homemaker and attended Elizabeth Town Church of God. She is preceded in death by her husband, Donald Mullins; her parents; sisters, Mae Brewer, Inez Wells, Hazel Clifford; brothers, James, Herman and Bruce Tibbs. Joyce is survived by her son, Don (Melissa) Mullins Jr. of Hamilton, OH; grandson, Donald (Susan) Mullins III; great-grandchildren, Caleb and Alyssa Mullins; brother, John Henry Tibbs of Middletown, OH; sister, Bess Hedric of Thornhill, TN; niece, Rita Rose of Middletown, OH and other nieces and nephews. Graveside services will be held on Tuesday, August 26, 2008 at 2:00 PM at Woodhill Cemetery, Franklin, OH with Pastor Garrett Ashley officiating.
