This day personally appeared before me, Wm Cole, one of the commonwealth Justices of the peace for Cumberland County, John Phillips Sr & made oath that Samuel Carter and Elizabeth Fowlar was married about fourty years ago or there about and in Loudes Co, Virginia and according to the law of that state.�

Given under my hand this 7th day of Sept 1813.

(looks like it may have been in conjuction with a war of 1812 pension record for Elizabeth Fowlar Carter or something like that.
